1 July: WhatsApp splits service messages and Meta AI messages

On 1 July 2026 Meta splits non-template messages into two categories: service messages and Meta Business Agent. The rate does not rise on this date; it names what will be billed later. On 1 August Meta’s agent moves to per-token billing. On 1 October, service messages inside the 24-hour window stop being free.

If your “AI” is Meta’s agent, August hits the invoice. If your “AI” is a human or a third-party bot replying in the window, October hits. Respond.io and utility-template design are not cosmetics: they are the difference between paying marketing rates for an appointment reminder and paying the right category. The process is still: the message fires the next step in the system, not an endless thread.

What to count in July

  • How many free-form messages go out in the 24-hour window today.
  • How many are really utility vs a sales conversation.
  • Whether somebody turned on Meta’s Business Agent “to try it” and forgot.
